HIV Prevention Evaluation
Dr. Tony Brown served as a program coordinator and evaluator for the South Carolina Department of Health, where he was instrumental in assessing the effectiveness of statewide HIV prevention initiatives. His work centered on evaluating HIV testing, counseling, linkage-to-care programs, and behavioral interventions implemented by a diverse network of subrecipients, including community-based organizations and clinical providers.
In this role, Dr. Brown maintained ongoing communication with subrecipients, providing strategic technical assistance to help optimize program performance. He supported organizations in strengthening data collection practices, refining service delivery models, and applying evaluation findings to enhance program outcomes. His approach emphasized collaboration, capacity building, and data-driven decision-making.
Dr. Brown led efforts to evaluate both the process and outcomes of HIV interventions, focusing on key indicators such as testing uptake, client engagement, behavioral risk reduction, and successful linkage to care. He developed and delivered tools, training, and guidance to ensure that subrecipients were equipped to monitor and improve program quality. Through his leadership, public health partners across South Carolina were able to better measure their impact, improve client services, and align with evidence-based practices to advance health equity in HIV prevention and care.
HIV/STI Prevention and Treatment Evaluation
Dr. Tony Brown served as the Program Evaluation Division Chief within the Maryland Department of Health’s formerly titled Center for HIV Prevention and Health Services. In this leadership role, Dr. Brown oversaw a team of epidemiologists and evaluators dedicated to strengthening the effectiveness and reach of HIV prevention, treatment, and care programs across the state.
Dr. Brown led statewide evaluation strategies aimed at improving health outcomes for individuals impacted by HIV. His team worked closely with subrecipients including local health departments, clinics, and community-based organizations to enhance service delivery, data quality, and program accountability. Under his direction, the division supported initiatives focused on HIV testing, linkage to care, retention in care, and viral suppression.
A central focus of Dr. Brown’s leadership was ensuring that evaluation was not simply a reporting function, but a transformative tool for quality improvement and equity. Through tailored technical assistance, data translation, and performance monitoring, his team empowered providers to identify gaps, apply best practices, and meet national HIV goals. Dr. Brown’s strategic oversight contributed to more coordinated, data-informed public health responses and better outcomes for communities most affected by HIV in Maryland.
Substance Abuse and Mental Health Services Administration
Dr. Tony Brown served as a Data Scientist at the Substance Abuse and Mental Health Services Administration (SAMHSA), a division of the U.S. Department of Health and Human Services. In this role, Dr. Brown contributed to national-level substance use and mental health initiatives by developing data-driven tools and reports that informed strategic decision-making at the federal level.
Dr. Brown led the design and development of interactive dashboards, providing stakeholders including agency leadership, policymakers, and program managers with actionable insights into trends, performance metrics, and outcomes across substance use prevention and treatment programs. These tools enhanced transparency, supported program monitoring, and facilitated evidence-based resource allocation.
In addition to his dashboard work, Dr. Brown collaborated with interdisciplinary teams to produce high-level analytic products, including congressional budget review reports. His contributions helped shape funding strategies and program priorities by integrating complex data into clear, policy-relevant formats. Dr. Brown’s work at SAMHSA exemplified his ability to translate analytics into impact, bridging the gap between data science and public health action at the national level.
HIV Testing, Counseling, and Linkage Evaluation
Dr. Tony Brown served as Program Manager at the Wright Wellness Center, a community-based organization dedicated to providing culturally responsive HIV and STI prevention services to populations made vulnerable by structural inequities. In this role, Dr. Brown led the organization’s counseling, testing, and linkage-to-care programs, focusing on communities disproportionately impacted by HIV, including Black and Brown individuals, LGBTQ+ populations, and those facing housing instability or substance use challenges.
Dr. Brown was responsible for overseeing a multidisciplinary team of skilled outreach workers and program supervisors, ensuring the delivery of high-impact services rooted in equity and community engagement. Under his leadership, the Center implemented strategic HIV/STI testing initiatives designed to reach individuals in non-traditional settings and increase early diagnosis. He also coordinated the integration of comprehensive linkage-to-care services, connecting clients to medical treatment, behavioral health care, housing support, and substance use recovery programs.
A cornerstone of Dr. Brown’s work was creating supportive systems that addressed not just clinical needs, but also the social determinants of health. He ensured that programming was guided by real-time data, community feedback, and public health best practices. Through his vision and management, the Wright Wellness Center strengthened its capacity to deliver holistic, client-centered prevention services and significantly improved engagement and retention across its priority populations.
Arnold School of Public Health
Throughout his doctoral training, Dr. Brown focused his research on improving health system performance and advancing public health evaluation frameworks. He worked across multiple departments within the Arnold School in various research assistant roles, collaborating with faculty and multidisciplinary teams on grant-funded projects and scholarly publications. His research contributions addressed a wide range of issues including HIV prevention, healthcare access, insurance reform, and equity-focused intervention strategies.
Dr. Brown’s commitment to academic rigor and applied research culminated in multiple peer-reviewed publications, reflecting his ability to bridge methodological expertise with real-world public health impact. His doctoral work emphasized the critical role of evaluation in guiding health policy, program design, and resource allocation. He now brings these skills to his consulting practice and leadership roles in public health.
Dr. Tony Brown completed both his Master of Public Health (2015) and Doctor of Public Health (2025) degrees at the Arnold School of Public Health, University of South Carolina. He began his graduate studies with a concentration in Epidemiology and later pivoted to specialize in Health Services Policy and Management, where he honed a unique blend of skills in program evaluation, health economics, and health insurance policy.
