Dr. Tony Brown served as the Program Evaluation Division Chief within the Maryland Department of Health’s formerly titled Center for HIV Prevention and Health Services. In this leadership role, Dr. Brown oversaw a team of epidemiologists and evaluators dedicated to strengthening the effectiveness and reach of HIV prevention, treatment, and care programs across the state.

Dr. Brown led statewide evaluation strategies aimed at improving health outcomes for individuals impacted by HIV. His team worked closely with subrecipients including local health departments, clinics, and community-based organizations to enhance service delivery, data quality, and program accountability. Under his direction, the division supported initiatives focused on HIV testing, linkage to care, retention in care, and viral suppression.

A central focus of Dr. Brown’s leadership was ensuring that evaluation was not simply a reporting function, but a transformative tool for quality improvement and equity. Through tailored technical assistance, data translation, and performance monitoring, his team empowered providers to identify gaps, apply best practices, and meet national HIV goals. Dr. Brown’s strategic oversight contributed to more coordinated, data-informed public health responses and better outcomes for communities most affected by HIV in Maryland.
